<description>This paper examines two potential solutions. First, rapid economic reform may be facilitated by a growth collapse if the ratio of oil reserves to population is low, so that the principal option open to governments to resolve political tensions is by nurturing wealth creation.Second, where oil reserves promise to sustain rents for at least a decade, a more gradual dual track reform may prove viable. This strategy eases the political risk of economic reform by allowing gainers to compensate losers by creating a dynamic market sector in geographical enclaves that offer both domestic and foreign investors immediate access to post-reform conditions of infrastructure, institutions and incentives.</description>

<description>Economists have done most to innovate scholarly publishing and communication by switching to Open Access (OA). In cultural studies, history, law, political science and sociology, OA publishing is still an innovation at the margins. Yet, OA is demonstrably the superior publishing model in the WWW Galaxy. Research networks, scholarly communities and academic tribes would do well to consider how to switch their communication and publishing to OA. The penalty for failing to do this will be decreased visibility and diminished impact, followed ultimately by a decline in public and philanthropic funding. The study outlines the compelling reasons to switch to OA.</description>

<description>Why have Western donors&#39; efforts to encourage development of Russian nongovernmental organizations (NGOs) varied dramatically in two different NGO sectors, despite similar levels of assistance? Where foreign assistance is employed to promote norms that are universally embraced, it is highly likely to lead to a successful NGO movement. In contrast, when foreign assistance pursues norms that are specific to other societal contexts, it will fail to develop an NGO movement, regardless of the amount of funding foreign donors devote.</description>
