This publication by Echevarria, Vogt,& Short presents the Sheltered Instruction Observation Protocol (SIOP) Model, an empirically validated, coherent, field-tested model of sheltered instruction. The SIOP Model specifies the features of a high-quality sheltered lesson that teaches content material to English learners and helps them develop their academic English skills. The SIOP Model offers an observation tool that allows coaches, school administrators, staff developers, teachers, teacher candidates, university faculty, and field experience supervisors to observe and quantify a teacher's implementation of quality sheltered instruction.
